Our Team

Our psychologists, psychiatrists, nurses, social workers, therapists and other trained specialists provide individualized care with one goal in mind - to improve the quality of life for our patients and their families. Our partnership with Western Psychiatric Institute and Clinic, a part of UPMC Presbyterian Shadyside, can also bring the expertise of additional specialists to the community as needed.

Our leadership team includes:

Larry J. Nulton, PhD

Chief Executive Officer

Dr. Nulton is a licensed clinical psychologist. A graduate of Penn State University, he later earned his PhD in clinical psychology from Bowling Green State University. He is an adjunct faculty member at University of Pittsburgh and is a member of several professional organizations, including the American Psychological Association, Pennsylvania Psychological Association and the National Academy of Neuropsychology. Dr. Nulton launched Nulton Diagnostic and Treatment Center in 1995. It has grown from its initial focus on children's behavioral health care to include licensed services tailored to meet the unique needs of adolescents, families, adults and older adults.

Colleen Martin, BA

Chief Operating Officer

Ms. Martin has worked in the mental health field since 1988 and brings over 20 years of experience to Nulton Diagnostic and Treatment Center. She is a graduate of Indiana University of Pennsylvania and later obtained certification in Elementary Education through the University of Pittsburgh at Johnstown. As Chief Operating Officer, Ms. Martin is responsible for the overall administration and business operations on a daily basis and for all activities pertaining to licensure, accreditation, human rights, personnel, and finance.

Doo W. Cho, MD

Director of Psychiatry - Altoona/Bedford

Dr. Cho brings more than 30 years of experience to his position. Throughout his career, he has worked as a consulting psychiatrist for a variety of inpatient and outpatient programs, including individual and group counseling. For two decades, he served as Director of the Altoona Hospital Center for Mental Health Services where he coordinated the Student Assistance Program for six school districts; developed and managed the Center's quality improvement program; and directed its Geriatric Assessment Program. He is certified by the American Board of Neurology and Psychiatry, and is a member of several professional organizations including the Pennsylvania Psychiatric Association and the American College of Forensic Psychiatrists.

James W. Millward, MD

Director of Psychiatry - Richland

Dr. Millward is a Phi Beta Kappa graduate of the University of Pittsburgh School of Medicine. He entered private practice after completing his residency at Western Psychiatric Institute and Clinic, where he served as Chief Resident. His research has been published in several professional journals, including Comprehensive Psychiatry. From 1988 through 2004, Dr. Millward was a member of the Westmoreland Regional Hospital Medical Staff, where he served terms as both Chairman and Vice Chairman of the Department of Psychiatry. He remains an active member of the Pennsylvania Psychiatric Society and the American Psychiatric Association.

Maribel Rivera-Mulero, MD

Telepsychiatry

Dr. Rivera-Mulerois a practicing psychiatrist in the Pittsburgh area, possessing dual National Board Certifications in Adult Psychiatry and Child and Adolescent Psychiatry. She was born and raised in Puerto Rico,is fluent in English and Spanish, and uniquely qualified to offer her talents and expertise to underserved counties such as ours. She attended medical school at the University of Puerto Rico School of Medicine, San Juan, and completed a psychiatric residency at Albert Einstein College of Medicine, Montefiore Medical Centerin Bronx, NY. During her residency, she was trained by Alec Miller, PsyD in Dialectical Behavior Therapy, an evidence-based psychosocial treatment for the chronically suicidal, multi-problem, and difficult to treat adolescent. She moved to Pittsburgh in 2005, where she completed a Fellowship in Child & Adolescent Psychiatry at Western Psychiatric Institute and Clinic (WPIC-UPMC). During her fellowship, she trained with world renowned supervisors and researchers in the areas of Eating Disorders, PDD/Autism, Pediatric Bipolar Disorder, Pediatric OCD and others. She completed her fellowship in2007 and has worked in varied community settings including hospitals, outpatient, residential, and private practice. Her previous appointments include Medical Director, Associate Medical Director, and Staff Psychiatrist. Presently, Dr. Rivera-Mulero serves as Clinical Assistant Professor of Psychiatry at the University of Pittsburgh Medical Center. She additionally provides collaboration services to WPIC's Child and Adolescent Bipolar Services (CABS) by serving as the Clinical Supervisor for Tina Goldstein PhD in NIH funded research on adapting Dialectical Behavior Therapy to the pediatric Bipolar population. She maintains memberships in numerous organizations including The American Psychiatric Association (APA), American Medical Association (AMA), American Academy of Child and Adolescent Psychiatry(AACAP), American Telemedicine Association (ATA), American Society of Addiction Medicine (ASAM), International Society for the Improvement and Teaching of Dialectical Behavior Therapy (ISITDBT), and American Association of Play Therapy (APT). Nulton Diagnostic was privileged to have Dr. Rivera-Mulerojoin our team in 2010 in the department of Telepsychiatry. She has helped shape this new program to ensure that all levels of ethics, best-practices, and confidentiality are maintained at the highest standard. She is skilled in educating adults, children and families about mental health disorders, treatment, and management of symptoms.

Charles Kennedy, PhD

Clinical Psychologist

Dr. Kennedy brings more than 36 years of experience in the field of mental health to his position at Nulton Diagnostic and Treatment Center. He is a graduate of St. Vincent College, Latrobe and later earned his doctoral degree in clinical psychology from Fielding Graduate University, Santa Barbara, California. As a licensed psychologist, Dr. Kennedy conducts extensive psychological evaluations providing services to children, adolescents, families, adults and older adults. He is a member of the American Psychological Association, Pennsylvania Psychological Association and the National Alliance for the Mentally Ill.

Daniel Warner, Ph.D.

Clinical Director

Dan Warner, Ph.D. received his doctorate in clinical psychology from Duquesne University in 2009. He has been working with children and families for ten years, including intensive family therapy training at Western Psychiatric Institute and Clinic’s Family Therapy Training Center, and training in psychoanalysis at the Lacanian School of Psychoanalysis. He regularly speaks and presents on issues relevant to children and family mental health.

Judy McGlynn, MS

Director, Family Based Mental Health Services

Ms. McGlynn brings nearly 15 years of counseling and therapeutic experience to her position as Director of the Family Based Mental Health Services program. As a licensed and nationally certified professional counselor, she manages all aspects of the program and supervises a team of 10 therapists who provide therapy and case management to the children and their families. She is a graduate of Penn State University and earned her Master of Science degree in Mental Health Counseling from Wright State University. She is an active member of the American Counseling Association.

Jenn Hay

Director of Bedford-Somerset County Children's Services

Ms. Hay is a graduate of Messiah College and went on to earn her M.A.in counseling psychology from National University. Over the past decade, she has gained clinical experience as a child support specialist, vocational counselor, youth worker, and provided extensive child-parent therapy during her time working for the Healthy Pathways for Infants program in Northern California. Ms. Hay also brings with her significant business and administrative experience. As the program director, Ms. Hay oversees the Bedford Partial Hospitalization Program, Journeys Program, School Based Outpatient Program, as well as the implementation of the Incredible Years, Evidence-Based/Blue Print Program in Bedford and Somerset Counties.

Timothy Custer, BA

Director of Community-Based Recovery Services
Director of Blended Case Management/Director of Mobile Mental Health and Telepsychiatry Services

A graduate of The University of Pittsburgh, Mr. Custer has over 10 years of Mental Health experience with Nulton Diagnostic and Treatment Center. He has gained valuable knowledge of the Mental Health field by working in multiple programs throughout Cambria, Bedford, Blair, and Somerset Counties. His background includes BHRS, PHP, IDT, and BCM services. Mr. Custer is currently the Director and Supervisor of NDTC's Blended Case Management Program.
